In a letter to President Obama, President Jurelang Zedkaia requested that Section 1736 of H.R. 3962 be retained in the final bill. Section 1736 of H.R. 3962 would restore Medicaid to the Freely Associated States which includes Republic of the Marshall Islands, Federated States of Micronesia, and Republic of Palau. Since the 1996 welfare reform law, the Personal Responsibility and Work Opportunity Act, citizens of the Freely Associated States became ineligible for Medicaid.
